Samuel Wiltbank was probably named after his grandfather Samuel Rowland. He was Private in the American Revolution, Capt. William Peery's Co., Lewes, Delaware where he enrolled on Dec 18 1776.

In the 1800 census, Samuel Wiltbank is listed as head of household of 02101-00201 in Broadkill (Broadkiln) Hundred, Sussex Co., DE. Samuel Wiltbank lived in Broadkill Hundred, Sussex Co. in 1803-1804 where he was assessed taxes for 290 acres of land and 67 head of livestock. The family moved from Sussex Co. to New Castle County sometime in the 1803-1809 timeframe as, in the 1810 census, Samuel Wiltbank is listed as head of household of 10311-22101 in New Castle Hundred, New Castle Co., DE.

On Mar 13 1816 Samuel Wiltbank and wife Augusta and Edward Heavelo sold land for $200 to John D. Smith, all of New Castle Co., DE, This land was that which Hannah Heavelo bequeathed to sons John, Edward and Roderick Heavelo located in Broadkill Hundred, Sussex Co. and adjoins land of John G. Conwell, Milby Simpler, Samuel Cade and others. John Heavelo to get one 1/2 share, and Edward and Roderick to get one 1/4 share of the land each. Roderick since died intestate without issue so his share fell to Samuel Wiltbank and Augusta his wife. (SxLR-AI32:548)

In the 1816-1817 Tax Assessment for New Castle Co., DE, Samuel Wiltbank is listed in New Castle Hundred and taxed for "his person" and some livestock. An S. Wiltbanks, presumably this Samuel, is listed under 200 acres of James Riddle as "in ten. of S. Wiltbanks" which includes 170a improved with brick dwelling, framed kitchen and old log barn; 118a marsh meadow and 62a woodland (sic, the acreage totals do not add up, Tax Records of New Castle County, Delaware; abstracted by Karen M. Ackerman, Anundsen Publishing, 1986).

In the 1820 census, Samuel Wiltbank is listed as head of household of 101122-01202 in New Castle Hundred, New Castle Co., DE.

On May 6 1823, Samuel and Augusta Wiltbank sold land for $5120 to Nathaniel and Patience Hickman (all are of New Castle Co., DE). It is described as land on SE side of New Castle Common, a 'plantation' of 100a plus 8a of marshland and a 30' road that leads to the New Castle Turnpike. (NCLR-Z3:386).
