In her will written Jun 5 1865 and probated Jul 10 1869, Sarah M.A. Hitch of the City of Baltimore "do bequeath my claim against the U.S. for damages to be awarded for occupation of the Lots forming the site of Fort No. 4 and lots adjacent to my friend Rev. Thomas H. Quinan, executor, in trust for the sole use of my daughter Augusta Waters for her life then to her children." Witnesses were Susie S. Bouldin, Joseph Lincoln.
